If you go to System > User Roles > choose the Role > choose the Access Rights Tab - Choose Set Role Access Rights and navigate to Quick View - Quick Launch Functions and it's in there.
Although you disable this function Kaseya will install VNC when you install an agent on a machine but you can uninstall from the remote control menu.
