Wrong language patch.

I'm trying to fix some problem with patch management, but i'm experiencing many problem of patch localization.
KB2526086 Office 2007 service pack 3 for example. Many client,  not all, are trying to install the english version of this service pack but they fail because I have installed the italian version of Office...
This is one example but I have many other patch that fail for wrong language.
Any idea?
