Apologies for the delay in answering that ticket (CS140919). Andy, my counterpart in New Zealand found the following:

We have found the issue: Inside C:\Kaseya\DBInstall is a directory called ImageDeploymentOLD.

DELETE THIS ImagedeploymentOLD directory and the schema will then move past this point.

Please check that and let us know if it resolves the issue with the reapply schema stuck at 59%

I will also be monitoring the ticket myself.
